units: order systemd-firstboot.service before first-boot-complete.target Make sure systemd-firstboot completes before reaching first-boot-complete.target and thus marking the first boot as completed. This way, it is guaranteed that systemd-firstboot has a chance to complete provisioning at least once, even in cases of the first boot getting aborted early.

firstboot: get rid of firstboot generator again, introduce ConditionFirstBoot= instead As Zbigniew pointed out a new ConditionFirstBoot= appears like the nicer way to hook in systemd-firstboot.service on first boots (those with /etc unpopulated), so let's do this, and get rid of the generator again.

units: drop full paths for utilities in $PATH This makes things a bit simpler and the build a bit faster, because we don't have to rewrite files to do the trivial substitution. @rootbindir@ is always in our internal $PATH that we use for non-absolute paths, so there should be no functional change.
