networkd: support route scopes

For now we only support the hardcoded values RT_SCOPE_{UNIVERSE,LOCAL,HOST},
and not numerical values or values from /etc/iproute2/rt_scopes.

This addresses https://bugs.freedesktop.org/show_bug.cgi?id=88508.
