units: re-drop ProtectHostname from systemd-hostnamed.service (#11792)

This was an overzealous setting from commit 99894b867f. Without this,
`hostnamectl set-hostname` fails with

    Could not set property: Access denied

as `sethostname()` fails with `EPERM`.
