Yu Watanabe ceea6c1aff network: introduce IPV4_ADDRESS_FMT_STR macro 
This also moves ADDRESS_FMT_VAL() macro to networkd-address.h, and
renames it to IPV4_ADDRESS_FMT_VAL().
