static-nodes: move creation of static nodes from udevd to tmpfiles As of kmod v14, it is possible to export the static node information from /lib/modules/`uname -r`/modules.devname in tmpfiles.d(5) format. Use this functionality to let systemd-tmpfilesd create the static device nodes at boot, and drop the functionality from systemd-udevd. units: introduce systemd-tmpfiles-setup-dev-early.service This makes tmpfiles, sysusers, and udevd invoked in the following order: 1. systemd-tmpfiles-setup-dev-early.service Create device nodes gracefully, that is, create device nodes anyway by ignoring unknown users and groups. 2. systemd-sysusers.service Create users and groups, to make later invocations of tmpfiles and udevd can resolve necessary users and groups. 3. systemd-tmpfiles-setup-dev.service Adjust owners of previously created device nodes. 4. systemd-udevd.service Process all devices. Especially to make block devices active and can be mountable. 5. systemd-tmpfiles-setup.service Setup basic filesystem. Follow-up for b42482af904ae0b94a6e4501ec595448f0ba1c06. Fixes #28653. units: conditionalize static device node logic on CAP_SYS_MODULES instead of CAP_MKNOD npsawn containers generally have CAP_MKNOD, since this is required to make PrviateDevices= work. Thus, it's not useful anymore to conditionalize the kmod static device node units. Use CAP_SYS_MODULES instead which is not available for nspawn containers.
