TEST-55-OOMD: check global config earlier

'Default Memory Pressure Duration' field in oomctl, which can be configured
with DefaultMemoryPressureDurationSec= in oomd.conf, is a global config.
Let's check it earlier.

This also drops unnecessary cleanup at the beginning.
