607d297487 man: link up D-Bus API docs from daemon man pages
Let's systematically make sure that we link up the D-Bus interfaces from
the daemon man pages once in prose and once in short form at the bottom
("See Also"), for all daemons.

Also, add reverse links at the bottom of the D-Bus API docs.

ec07c3c80b man: add version info
This tries to add information about when each option was added. It goes
back to version 183.

The version info is included from a separate file to allow generating it,
which would allow more control on the formatting of the final output.

Seems OK to me. The full stop is there and has been for at least a few years. And we use <option> for the markup, which is appropriate here.

2740521fa3 man/systemd-oomd.service: Document command line options
Previously these were not written down. This PR depends on #25670, since
`--dry-run` prints at debug level in `main`, which is surprising
behaviour.

6f83ea60e9 man: beef up the description of systemd-oomd.service
The gist of the description is moved from systemd.resource-control
to systemd-oomd man page. Cross-references to OOMPolicy, memory.oom.group,
oomctl, ManagedOOMSwap and ManagedOOMMemoryPressure are added in all
places.

The descriptions are also more down-to-earth: instead of talking
about "taking action" let's just say "kill". We *might* add configuration
for different actions in the future, but we're not there yet, so let's
just describe what we do now.
