aefdc1124f man: update version information
As I noticed a lot of missing information when trying to implement checking
for missing info. I reimplemented the version information script to be more
robust, and here is the result.

ec07c3c80b man: add version info
This tries to add information about when each option was added. It goes
back to version 183.

The version info is included from a separate file to allow generating it,
which would allow more control on the formatting of the final output.

network: make degraded-carrier bond/bridge as routable (#27776)
This makes a bond or bridge interface in the degraded-carrier state but has a routable address
handled as routable operational state.

If the carrier is degraded but the address state is routable then the operational state should be
seen as routable and not degraded because that may be the case for bonds if some of the links are down,
but when that happens the bond as whole is still routable.

This also makes operational state to degraded if address state is degraded even if the link state is
degraded-carrier.

Fixes #22713.

networkctl: add verb edit and cat to operate on network configs
This adds two verbs, edit and cat, to networkctl for
operating on network configs (namely .network, .netdev
and .link files). Specially, if the config name is
prefixed by @, it will be treated as network interface
name, and operations will be performed on config files
associated with the link.

bfc2b05e59 networkctl: introduce --json option for "status" and "list" commands
When `--json` option is specified, "status" and "list" commands gives
the same information, as originally "list" just gives partial
information of "status" in different format.

e1fac8a68a Move the Commands section above Options section
For executables which take a verb, we should list the verbs first, and
then options which modify those verbs second. The general layout of
the man page is from general description to specific details, usually
Overview, Commands, Options, Return Value, Examples, References.

9cd8c76661 networkctl: add support to delete virtual netdevs
We now don't have the support to delete netdevs and dependent
upon iproute to delete. With this we can delete via networkctl
and use in our test cases too.

Note that it supports deleting multiple links at once.

c9cc038343 network: introduce 'degraded-carrier' operstate to order all states
Previously, 'degraded' state is ambiguous for bonding or bridge master:
1. one or more slave interfaces does not have carrier,
2. no link local address is assigned to the master,
3. combination of the above two.

This makes the above case 1 and 3 are in the new 'degraded-carrier'
state, and makes 'degraded' state as all slaves are active but no
link local address on master.

fdbbee37d5 man: drop unused <authorgroup> tags from man sources
Docbook styles required those to be present, even though the templates that we
use did not show those names anywhere. But something changed semi-recently (I
would suspect docbook templates, but there was only a minor version bump in
recent years, and the changelog does not suggest anything related), and builds
now work without those entries. Let's drop this dead weight.

Tested with F26-F29, debian unstable.

818bf54632 tree-wide: drop 'This file is part of systemd' blurb
This part of the copyright blurb stems from the GPL use recommendations:

https://www.gnu.org/licenses/gpl-howto.en.html

The concept appears to originate in times where version control was per
file, instead of per tree, and was a way to glue the files together.
Ultimately, we nowadays don't live in that world anymore, and this
information is entirely useless anyway, as people are very welcome to
copy these files into any projects they like, and they shouldn't have to
change bits that are part of our copyright header for that.

hence, let's just get rid of this old cruft, and shorten our codebase a
bit.

11a1589223 tree-wide: drop license boilerplate
Files which are installed as-is (any .service and other unit files, .conf
files, .policy files, etc), are left as is. My assumption is that SPDX
identifiers are not yet that well known, so it's better to retain the
extended header to avoid any doubt.

I also kept any copyright lines. We can probably remove them, but it'd nice to
obtain explicit acks from all involved authors before doing that.

1eecafb8c1 man: use unicode ellipsis in more places
As requested in
https://github.com/systemd/systemd/pull/4864#pullrequestreview-12372557.

docbook will substitute triple dots for the ellipsis in man output, so this has
no effect on the troff output, only on HTML, making it infinitesimally nicer.

In some places we show output from programs, which use dots, and those places
should not be changed. In some tables, the alignment would change if dots were
changed to the ellipsis which is only one character. Since docbook replaces the
ellipsis automatically, we should leave those be. This patch changes all other
places.
