os_variant=linux is basically meaningless; it doesn't set any useful
defaults. better to be explicit that we didn't detect any meaningful
os_variant, to trigger the virt-install warning
Because the content file is changed little bit in 13.2, Both of
urls of 13.1 and 13.2 need to be tested.

Ensure that any file touched by a @redhat.com author in 2013 has an
updated copyright header.
The files were updated using the build-aux/update-copyright gnulib
script and manually added where the copyright line wasn't present.
