man: Use nicer link to GPLv2

As pointed out by Eric Blake,
https://www.gnu.org/licenses/gpl-2.0.html and
https://www.gnu.org/licenses/old-licenses/gpl-2.0.html
both point to the same location, with the former being nicer to read.
