r383: Scripting extensions using swig. This commit includes only a (LGPL)

python interface to tdb and a rudimentary build system.

Configure with --with-python and make swig to build and append
$(builddir)/scripting/swig/python to PYTHONPATH.
(This used to be commit bbc15d6f84)
