s4:dsdb/samdb: allocate DSDB_CONTROL_PASSWORD_DEFAULT_LAST_SET_OID

Browse Source 
This will be used to let the "password_hash" module know that
the value of pwdLastSet was defaulted to 0 in the "samldb" module
on add.
