lib/util/safe_string.h is similar to source3/include/safe_string.h, but
the former has fewer checks. It is missing bcopy, strcasecmp, and
strncasecmp.
Add the missing elements to lib/util/safe_string.h remove the other
safe_string.h which is in the source3-specific path. To accomodate
existing uses of str(n?)casecmp, add #undef lines to source files where
they are used.

This is a helper for the common case of opening a tdb with a logging
function, but it doesn't do all the work, since TDB1 and TDB2's log
functions are different types.

We change all the headers and wscript files to use tdb_compat; this
means we have one place to decide whether to use TDB1 or TDB2.

set of tests.
The aim is to use this for:
* known failure lists (run all tests and detect tests that
started working or started failing). This
would allow us to get rid of the RPC-SAMBA3-* tests
* nicer torture output
* simplification of the testsuite system
* compatibility with other unit testing systems
* easier usage of smbtorture (being able to run one test
and automatically set up the environment for that)
This is still a work-in-progress; expect more updates over the next couple of
days.

- got rid of winbind_client.h from includes.h. This one triggered a
huge change, as winbind_client.h was including system/filesys.h and
defining the old uint32 and uint16 types, as well as its own
pstring and fstring.

- added a CHARSET set of tests, which determines how the server deals
with some specific charset issues related to UTF-16
support. Interestingly, Samba3 already passes all but one of these
tests, because our incorrect UCS-2 and UTF-8 implementations where we
don't check the validity of characters actually matches what Windows
does! This means that adding UTF-16 support to Samba is going to be
_much_ easier than we expected.
