tevent_req based functions to listen for file change
notifications. Mainly right now for testing purposes, but it could be
used to also implement smbd's file change notify in a more tevent_req
based fashion than it is implemented now.

The next step will be to factor out notifyd_parse_db() and and
notify_walk() for consumption outside of smbd. notifyd_parse_db()
needs access to the internal representation of notifyd's database, so
move it into a commonly usable file.

Problem is the structure "struct notify_instance" can lay in message buffer on
address not dividable by 8 but this structure begins by uint_64 (secs in
time-stamp). Structure should be re-packed to standalone buffer before the use.

CTDB_BROADCAST_VNNMAP includes only the nodes with lmaster roles.
CTDB_BROADCAST_CONNECTED includes all the running nodes.

In notifyd_trigger_parser() while initializing notify_event_msg values from
notify_trigger_msg, 'when' value is ignored. So the smbd process does not get
correct 'when' value and this is causing issues during qsort in
notify_marshall_changes(). Because of this issue, smb2.notify.dir test was
failing.

This is the only way to resolve cirular dependencies with these
libraries. I've tried several ways but this is the only way to do it
correctly. In future we should try to seperate them by passing down
information or making a more lightweight loadparm mechanism.

notifyd_send() is called as part of smbd initialization both in normal daemon
mode after a fork, but also in interactive mode. In interactive mode, notifyd
should not modify the global signal state with BlockSignals(). This patch moves
the signal blocking to the place where we know that notifyd is a child daemon.

It seems it could happen that p->db == NULL in the list
from notifyd_clean_peers_next(). This has been seen in
a ctdb cluster when an node-internal ctdb interface is
brought down.

Currently there is no signal handling available for notify daemon.
Signals like SIGHUP and SIGUSR1 can lead to terminate the notify
daemon. Masking these signals for notifyd as we are not handling them.

The database format notifyd is "private" to it. This makes it
possible for smbcontrol and others to query notifyd's database with
MSG_SMB_NOTIFY_GET_DB and inspect it without having to know exactly what
format it uses.

This adds the notify daemon listening on MSG_SMB_NOTIFY_REC_CHANGE
and MSG_SMB_NOTIFY_TRIGGER messages. It relies on ctdbd to distribute
the notify database and events in a cluster.
