creditcharge the client has sent (when using largemtu)

This is handled by a common header and a .c file that is included into
both loadparm.c files.
In the process, _lp functions were renamed to lp__ to allow the common
function definition declarations to be used by source3 and source4
(which have different macro definitions).
The only parameter to change type is 'strict_locking' which was a
bool, and is now an int, to accommodate the 'Auto' value from source3.

This has been a wrapper around server_event_context() for some time
now, and removing this from dummmysmbd.c assists with library
dependencies.

Change smb2_read code to allocate return DATA_BLOB just before the read.
Preparing for SMB2 sendfile change which will not need to allocate
return buffer.

This will reduce the noise from merges of the rest of the
libcli/security code, without this commit changing what code
is actually used.
This includes (along with other security headers) dom_sid.h and
security_token.h

It turns out that the persistent handles are used by the Microsoft
redirector to index files on oplock break requests. So even if we
don't do durable handles (yet) we must set the persistent handle
on create. For now just use the same handle value as we use for
volatile.
