If there's configuration in the environment then daemons_start()
should use a temporary configuration file with that appended.
This means that global overrides don't (harmlessly) build up in the
configuration file during each test and individual tests can override
configuration when calling daemons_start() directly.

The current daemons_stop() implementation uses very loose matching to
decide which processes to kill if "ctdb shutdown" hasn't worked within
1 second. This can cause ctdbd processes from other test runs to be
killed.
Instead, use ctdbd_wrapper, which uses the PID file as a last resort.
This has the advantage of never killing ctdbd processes from other
test runs. However, this also has the obvious consequence that an
interrupted test run in one directory can not have its daemons cleaned
up from a new test run in a different directory.

To create a client process that waits after connect(), instead of trying
to do a blocking write(), go to sleep. The parent can then kill the client
process, once testing is done.

On a busy system the backgrounded counter reset can survive into the
next test and interfere with its result.
To avoid this, wait until all forks of 01.reclock exit before
continuing on to the next test.

This drastically simplifies the code. "ctdb reloadips" behaves the
same, since it causes a takeover run immediately after IPs are
deleted. "ctdb delip" now needs to be followed with an explicit "ctdb
ipreallocate".
