We had the transport switch in two places, put them together into
dcesrv_create_binding_sockets(). This makes the transport-specific
socket creation functions static to rpc_sock_helper.c.

The pidl-generated initialization function for each endpoint server will
register the RPC interface in all endpoints defined in the idl file.
The interface registration code will create the endpoint if it does not
exists (as an endpoint can serve multiple interfaces) and will add it to
the endpoint list exiting in the dcesrv_context.
This commit adds a generic dcesrv_create_endpoint_sockets function which
will be preforking external daemons to create the sockets regardless the
endpoint transport. This function will only create the sockets, the
external preforking daemon is who will start listening.

The previous commit 58889e04bd for this
bug was broken as it didn't move the goto into the "if (errno !=
ENOENT)" condition.
This updated fix folds the test "mod_init_fns == NULL" and the check for
the errno into one if condition.

named pipes, and we have a problem with how to safely register the
embedded pipes. For now, disable this to avoid re-registration storms
in production, until we sort out a better way.

Embedded RPC services are those not launched in the preforked lsasd
and spoolssd children.
The reason that these child processes were created is that is is not
possible to correctly listen for ncalrpc and TCP connections without
creating a child process. Therefore, we should not have these
embedded RPC services to listen on these sockets just because the
endpoint mapper has been enabled.
