In order to allow backports and cluster updates we simulate a
dom_sid, so that the old code is able to parse the blob.

We could use a dcerpc_internal.h for struct dcecli_security and
struct dcecli_connection, but in struct dcerpc_pipe we still
expose binding_handle and changing that would require way too
much work for now...

A u16string is supposed to contain UTF‐16 code units, but
ndr_pull_u16string() and ndr_push_u16string() fail to correctly ensure
this on big‐endian systems. Code that relies on the u16string array
containing correct values will then fail.
Fix ndr_pull_u16string() and ndr_push_u16string() to work on big‐endian
systems, ensuring that other code can use these strings without having
to worry about first encoding them to little‐endian.

The aim is to allow samba-tool to tell users where their SDDL went
wrong.
Some tests would turn into errors (not knownfail-able failures)
if they were not changed at the same time, so they are changed too.

This will soon be raised for SDDL parsing errors.
It would have been nice to have it as a subclass of
ValueError, meaning that all existing callers would
continue to catch this error as before, but it turns
out that that is quite difficult.

Instead of ‘int’ or ‘uint32_t’, neither of which convey much meaning,
consistently use a newly added type to hold NDR_ flags.
Update the NDR 4.0.0 ABI.

As hinted in f2416493c0 the DCOM and WMI
IDL is now unused. These generate code with PIDL, costing a small
amount of build time but more importantly are fuzzed, which costs an
ongoing amount of CPU time as oss-fuzz tries to find parsing issues.
We do not need to continue this waste, and these can be restored
if this effort is ever to start again.

This follows f2416493c0, removing the remaining parts
of our DCOM effort. This can be resumed at a later time, but for now this is untested
(as we have no server) and just uses build time.
