is_myname() looks at lp_* directly, nmbd maintains its own list: We don't
need the baroque loadparm handler anymore.

nmbd is the heaviest user of this. The only other user was
is_myname(), which is used in quite a few places in source3.

This screws up if the name is greater than MAX_NETBIOSNAME_LEN-1 in the
unix charset, but less than or equal to MAX_NETBIOSNAME_LEN-1 in the DOS
charset, but this is so old we have to live with that.

There is no reason this can't be a normal constant string in the
loadparm system, now that we have lp_set_cmdline() to handle overrides
correctly.

This brings more functions into util_names.c, and util_names.c into
PARAM_WITHOUT_REG_SRC.
This is not yet a full list, that would formalise the implicit
dependency loop.
