This test was failing now that the client had an IPv6 address, however,
the test was marked as flapping so this failure wasn't obvious.
Use iface_list_n_is_v4() to filter out only the IPv4 addresses, as
that's all the test cares about.

Not currently used - no logic changes inside.
This will make it possible to pass down a long-lived talloc
context from the loading function for modules to use instead
of having them internally all use talloc_autofree_context()
which is a hidden global.
Updated all known module interface numbers, and added a
WHATSNEW.

The iface_count, iface_n_bcast, and load_interfaces functions
conflicted with functions of the same name in source3, so the source4
functions were renamed. Hopefully we can actually wrap one around the
other in future.

I've seen a segfault because we failed to check this isn't NULL
before we use it. This will still of course fail, but not so
spectacularly.

The reason for this is that some systems include
<rpc/rpc.h> from within system headers. HP-UX 11.00
does so somewhere deep inside of <shadow.h>.
For torture/winbind/struct_based.c <rpc/rpc.h> resolves
to torture/rpc/rpc.h and breaks the build.
