The inner values of HRESULT and WERROR are 32‐bit unsigned integers,
which might not be representable in type ‘int’. We must then use the ‘k’
format specifier, which corresponds to ‘unsigned long’, a type
guaranteed to be at least 32 bits in size.

PyErr_FromNTSTATUS(), but it did not attempt to fix the other cases.
PyErr_FromHRESULT() might return a tuple like this:
(-2147024809, 'One or more arguments are invalid.')
which, after this commit, will become this:
(2147942487, 'One or more arguments are invalid.')

The advantage of these over the previous use of just RuntimeError is that we can
catch just the errors we want, without having to catch all possible RuntimeError
cases and assume they decode to a tuple

Due to library link orders, this is already the function that is being
used. However we still need to sort out the duplicate symbol issues,
probably by renaming things.

We need to syncronise these mappings, as the duplication of this
symobol in the build means that either may be called based only on
library link orders.

This also makes unix_nt_errmap private to errmap_unix.c and errormap.c
so the tables themselves cannot be duplicate symbols until merged.

While this function technically is closest to the
map_nt_status_from_unix() function, I think it is better to keep the new
function in line with our usual fooerror_to_barerror() naming scheme.
