01ace23512 selftest: enable py3 for samba.tests.dcerpc.sam 
1. Fix invalid declaration syntax for toArray
2. Simplify toArray implementation with list comprehension.
3. Remove ending L for long integer.

3faa7dc5a7 python: Use an unsigned integer for buf_size, not -1 
This will fail once our python bindings correctly check value ranges
