logs, so that log rotation can be supported.

This has support for log rotation (or re-opening).
The log format is updated to use an RFC5424 timestamp and to include a
hostname. The addition of the hostname allows trivial merging of log
files from multiple cluster nodes.
The hostname is faked from the CTDB_BASE environment variable during
testing, as per the comment in the code. It is currently faked in a
similar manner in local_daemons.sh when printing logs, so drop this.
Unit tests need updating because stderr logging no longer produces a
"PROGNAME[PID]: " header.

The non-blocking logging variants can currently silently drop messages
when the socket queue fills.
In this case, count the number of dropped messages and attempt to log
a message about dropped log messages when the next message is logged.

Setting CTDB_LOGGING to syslog:nonblocking or syslog:udp will cause
ctdbd to crash at startup due to NULL pointer dereference.
Refactoring in commit c9124a001f
introduced this regression.

DEBUGLEVEL is defined as a const array reference at compile time.
debug_init() converts that to an allocated array reference at run time.
Since debug_init() is a static function, initialize DEBUGLEVEL via
setup_logging().

This is in preparation for each daemon (and some processes) doing
their own loging instead of relying on CTDB.

This allows for backward compatibility with the current code where
DEBUG_ERR corresponds to "ERR".
Fix the test that relies on "ERR" instead of "ERROR".
