These calls are used to check whether an IP address is static to the
host, or whether it could be migrated by ctdb.
Combine the calls into a simple ctdbd_public_ip_foreach(cb) function,
which avoids the need to expose struct ctdb_public_ip_list_old.

public ip addresses, which can move arround ctdb nodes.

Implement the ctdb packet layer for async parse send/recv with tevent.
ctdbd_setup_fde() will is used to create an fde from the
connection fd and will be called from dbwrap_ctdb.
ctdbd_parse_send() and ctdbd_parse_recv() will be used by dbwrap_ctdb
for async packet sending and receiving.

This converts the "cstatus" parameter of ctdbd_control_local to what it is
defined as in the packet: int32_t. It was used inconsistently throughout the
