If this code had ever run, sys_acl_clear_perms() would have attempted to
write to some random address in memory. ‘mask_permset’ must be a valid
non‐NULL pointer.
Commit 9b79d5f2a2 seems to have been a
previous attempt to fix this issue.

Ralph made me feel really guilty about this, so I cleaned it up :-).
This may also be the way we can finally get rid of SMB_VFS_GETXATTR()
from adouble.c too.
This will go away once we have SMB_VFS_STATX() and we will
have a way for a caller to as for specific stat fields in a
granular way. Then we will know exactly what fields the caller
wants, so we won't have to fill in everything.

Windows doesn't allow giving ownership away unless the user has
SEC_PRIV_RESTORE privilege.
This follows from MS-FSA 2.1.5.1, so it's a property of the filesystem
layer, not the SMB layer. By implementing this restriction here, we can
now have test for this restriction.
Other filesystems may want to deliberately allow this behaviour --
although I'm not aware of any that does -- therefor I'm putting in this
restriction in the implementation of the chmod VFS function and not into
the caller.
