It's only used in net_rap.c, expansion to other users is
unlikely. Don't link it into libsmbclient anymore. It saves roughly
50k from the everywhere-linked libsmb.

If we put strings like "Usage:" into separate _() macros and not the whole
"Usage:..." string we can cover much more messages by only one single
translation. The drawback is that the message in the sources looks less pretty.
Carsten Dumke <carsten@cdumke.de> reported and provided a patch
for v3.0 and v3.2. (See 0a7fb721cd)
This fixes the same issue in v3.3 and also changes the auto-generated usage
information to give better help about net rap printq info.
smb4k uses 'net rap server domain' to list servers in domain.
Previously we just ignored all arguments in net_rap_server() but now we don't
as 'net rap server name' has added an explicit check on arguments.
Allow 'net rap server domain' to aid smb4k. Any other arguments will cause help message.

All 'usage' messages are still printed to stdout.
Fix some compiler warnings for system() calls where we didn't used the
return code. Add appropriate error messages and return with the error
code we got from system() or NT_STATUS_UNSUCCESSFUL.
