Strictly speaking, this is not a bug because parsing loop will just skip
an empty ({NULL}, 0) blob. But it's better to avoid this case because
UBSan (as of clang-17 at least) may complain on such a parsing attempt:

se_access_check() will be changed in a following commit to remove the
implicit WRITE_DAC right that comes with being the owner of an object.
We want to keep this implicit right for file access, and by using
se_file_access_check() we can preserve the existing behaviour.

lib/util/safe_string.h is similar to source3/include/safe_string.h, but
the former has fewer checks. It is missing bcopy, strcasecmp, and
strncasecmp.
Add the missing elements to lib/util/safe_string.h remove the other
safe_string.h which is in the source3-specific path. To accomodate
existing uses of str(n?)casecmp, add #undef lines to source files where
they are used.

Commit 810397f89a, and possibly others, broke the build for macOS and
other environments which don't have st_[acm]tim fields on 'struct stat'.
Multiple places in the codebase used the config.h values to determine
how to access the nanosecond or microsecond values of the stat
timestamps, so rather than add more, centralize them all into
lib/util/time.c.
Also allow pvfs_fileinfo.c to read nanosecond-granularity timestamps on
platforms where it didn't before, since its #if branches were not
complete.

This uses the Linux libaio that does not meet Samba's needs. If
someone wanted to add async I/O to ntvfs, the io_uring API is the way
to go. Second option would be to use a pthreads-based API.

Not currently used - no logic changes inside.
This will make it possible to pass down a long-lived talloc
context from the loading function for modules to use instead
of having them internally all use talloc_autofree_context()
which is a hidden global.
Updated all known module interface numbers, and added a
WHATSNEW.

In the optimization in f969be5441 I got the boolean flag "is_case_sensitive"
wrong. The behaviour was case *insensitive*, so all the flags should have been
"false", keeping the old behaviour. While there, simplify "mask_match" in
source4 client.c
