As found by Jeremy, VFS modules that don't provide pread_send() or
pwrite_send() hooks result in vfs_default fallback, which is
catastrophic for VFS modules with non-mounted filesystems such as
vfs_ceph.

Adding the fs_capabilities() hook to the CephFS VFS module avoids
fallback to the vfs_default code-path, which calls statvfs() against the
share path on the *local* filesystem.

When provided a '/' path (i.e. CephFS root), vfs_ceph does a *local*
chdir() to the share path. This breaks smb client directory listings.

Not currently used - no logic changes inside.
This will make it possible to pass down a long-lived talloc
context from the loading function for modules to use instead
of having them internally all use talloc_autofree_context()
which is a hidden global.
Updated all known module interface numbers, and added a
WHATSNEW.

Add a configure test for the ceph_statx function, and use that to
determine whether to compile in new functions that use it and its
variants, or whether to use a the older code that fetches birthtimes
from an xattr.
For cephwrap_lstat, we can use ceph_statx with the AT_SYMLINK_NOFOLLOW
flag to get the right lookup semantics.
For setting the times via cephwrap_ntimes, We can just use ceph_setattrx
and pass them all in at the same time.

Most calls to disk_quotas originate at a state with an
open file descriptor. Pass the file's stat info down to
disk_quota, so that we can avoid extra stat's and the related
error handling.

If a vfs module has no ACL callbacks, smbd will use its default ACL
callbacks. These default ACL callbacks operate on local filesytem,
it's clearly wrong for ceph case.
libcephfs does not support ACL yet, so this patch adds ACL callbacks
that do nothing.

The Linux fallocate syscall offers a mode parameter which can take the
following flags:
FALLOC_FL_KEEP_SIZE
FALLOC_FL_PUNCH_HOLE (since 2.6.38)
FALLOC_FL_COLLAPSE_RANGE (since 3.15)
FALLOC_FL_ZERO_RANGE (since 3.14)
The flags are not exclusive, e.g. FALLOC_FL_PUNCH_HOLE must be specified
alongside FALLOC_FL_KEEP_SIZE.
Samba currently takes a vfs_fallocate_mode enum parameter for the VFS
fallocate hook, taking either an EXTEND_SIZE or KEEP_SIZE value. This
commit changes the fallocate hook such that it accepts a uint32_t flags
parameter, in preparation for PUNCH_HOLE and ZERO_RANGE support.

The small_query parameter for SMB_VFS_DISK_FREE() was, prior to the
previous commit, used to obtain 16-bit wide free-space information for
the deprecated dskattr SMB_COM_QUERY_INFORMATION_DISK command.
With the dskattr handler now performing the 16-bit collapse directly,
the small_query parameter can be removed from the entire code path.

storage layer. The ceph vfs module interfaces to the libcephfs
userspace API, and is primarily a lightweight wrapper around
libcephfs, translating error codes and parameters as necessary.
