This also removes dcesrv_lsa_CreateTrustedDomain_base() as it is unused with
this commit. We need to do it here or the compiler will complain about an unused
function.

[MS-LSAD] got new functions in order to use AES encryption
and other security related features.
For our servers we still pretent we don't
know about the new functions and return DCERPC_FAULT_OP_RNG_ERROR.

Since 5c0345ea9b this
would not have been implicitly cached via the ldb_wrap
cache, due to the recording of the remote IP address
(which is a good thing).
This creates a more explicit and direct correct
cache on the connection.
The common code, including the SCHANNEL check is
placed into a helper function.

lib/util/safe_string.h is similar to source3/include/safe_string.h, but
the former has fewer checks. It is missing bcopy, strcasecmp, and
strncasecmp.
Add the missing elements to lib/util/safe_string.h remove the other
safe_string.h which is in the source3-specific path. To accomodate
existing uses of str(n?)casecmp, add #undef lines to source files where
they are used.

In order to detect an value overflow error during
the string to integer conversion with strtoul/strtoull,
the errno variable must be set to zero before the execution and
checked after the conversion is performed. This is achieved by
using the wrapper function strtoul_err and strtoull_err.

It's enough to check the auth_type for DCERPC_AUTH_TYPE_SCHANNEL,
there's no need to also check the auth_level for integrity or privacy.
The gensec layer already required at least DCERPC_AUTH_LEVEL_INTEGRITY,
see schannel_update_internal().
