This handles the case where an event script is disabled by unlinking,
while an event is being run, after the script list has been created.
Without this change the script will fail. With this change the script
will be marked as DISABLED. See the comment added by this commit for
more details.
Add a testcase to simulate the race, using an event script to disable
subsequent ones.

declared as an unsigned type (unsigned int or size_t) instead of an
int.

Usually run_event will stop executing event scripts on first failure.
Optionally it can continue to run events even on failure(s).

If event script directory does not exist, then return ENOTDIR. If a
directory gets removed at runtime, report error from scandir in
get_script_list().

When an event script directory is empty, do not return script_list as
NULL. Instead return empty script_list with zero scripts.
