DATADIR should have been set to this path from the beginning, too late to change
that now as ut's used as parent for two other directory varialbles: SETUPDIR and
CODEPAGEDIR.

datadir
The directory for installing idiosyncratic read-only
architecture-independent data files for this program. This is usually the
same place as ‘datarootdir’, but we use the two separate variables so that
you can move these program-specific files without altering the location for
Info files, man pages, etc.
This should normally be /usr/local/share, but write it as
$(datarootdir). (If you are using Autoconf, write it as ‘@datadir@’.)
The definition of ‘datadir’ is the same for all packages, so you should
install your data in a subdirectory thereof. Most packages install their
data under $(datadir)/package-name/.
Currently Samba doesn't install any application specific data files, but I'm
going to do just that in a subsequent commit.

With WAF 2.0 we get all defines in environment at the same level.
Fix build options source code generator to handle this.
I felt uneasy at filtering out some defines so instead the code
is mangling generic defines to be correct for C compiler by
replacing '-', '.', and '()' with an underscore ('_').

Not currently used - no logic changes inside.
This will make it possible to pass down a long-lived talloc
context from the loading function for modules to use instead
of having them internally all use talloc_autofree_context()
which is a hidden global.
Updated all known module interface numbers, and added a
WHATSNEW.

Options.is_install is a deprecated module variable that is more
verbose than bld.is_install and complicates the Waf 1.8 upgrade.

The 'import *' statements make it more difficult to reason about
the modules and tends to conceal bugs. These changes enable running
pyflakes against most of the build scripts.

having the git version in our version.h in the build tree is annoying
for developers, as every time you commit or rebase you need to spend
several minutes re-linking. This changes it to use the git version
only on install, which is much more useful as when you actually
install the binaries you may be using them in a way that reporting the
version is useful

if you use --git-local-changes then the version number that waf
extracts from git will have a '+' on the end if you have local
changes, as determined by running 'git diff'.
This used to be the default, but unfortunately it is far too slow on
some systems. On a NFS build system I was using the first line of
configure took about 2 minutes.

this rebuilds version.h whenever the git version changes, so we always
get the right version with samba -V. That adds about 15s to the build
time on each git commit, which shouldn't be too onerous
This makes sure we generate a checksum over the result.
In practice it means we no longer recompile when a proto header
is triggers a rebuild if it hasn't changed its md5sum.
