Luke Leighton 75bc100943 cool! completed a samr* API that _would_ look like an msdn samr* api... ...

if microsoft bothered to publish it.  actually, there are good reasons
for not publishing it: people might write programs for it, and then
those programs wouldn't work on nt5, for example...
