Stefan Metzmacher 8536a21792 s3:utils: add 'net witness force-unregister' ...

This allows removing of the specified selection
of witness registrations from rpcd_witness_registration.tdb.

Any pending AsyncNotify will get WERR_NOT_FOUND.

Typically this triggers a clean re-registration on the client.
