Volker Lendecke ae3bb10905 libndr: Apply endianness flags to subndr ...

We're creating a fresh subcontext for a "[MS-RPCE] 2.2.6 Type
Serialization Version 1". Probably nobody has tested a big endian
subcontext yet.
