Andriy Syrovenko a8f5faa09a build: Add option to specify where gettext is (/usr/local by default)

This should help configure script to find gettext on FreeBSD and
(possibly) some other systems as well.

This is a set of waf 'tools' to help make building the Samba
components easier, by having common functions in one place. This gives
us a more consistent build, and ensures that our project rules are
obeyed
