Andrew Tridgell 36b48ad9a2 build: added placeholder files for public header directories this will allow us to 'install' public headers into include/public in the build. That means we can use the same include paths for our public headers inside Samba as external applications. this README is needed to ensure that the directory exists in the
source tree. It is needed as a placeholder for the top level build
config.h
