Split of system/locale.h header from system/iconv.h

Previously, iconv wasn't being used on these systems

This directory contains various files and functions for the purpose of
Samba3 import, migration and compatibility.

For example, the first file in this directory (smbpasswd.c) handles
portions of the smbpasswd file format.

The other files in this directory support reading the various 
TDB databases from Samba3.
