Andrew Tridgell c77f4a68c6 r8460: removed the unused function krb5_locate_kdc(). It causes a build failure on irix.

Andrew, if you planned on using this in the future then we can put it
back and work out how to make it portable

This directory contains wrappers around logical groups of system
include files. The idea is to avoid #ifdef blocks in the main code,
and instead put all the necessary conditional includes in subsystem
specific header files in this directory.
