Volker Lendecke cb166028c4 libsmb: Pass NTTIME to interpret_long_date()

Separate concerns of conversion and pulling off the wire. Needed soon
for smb311 pidl generated parsing.

WARNING:

This is experimental work-in-progress code, don't expect it to do
anything sensible.

Eventually this *might* turn into a fuse client filesystem. This is
not a promise for anything.
