Andrew Tridgell df34bb2685 waf: build all libraries after all object files 
this makes it easier to perform symbol checking before the link
stage. The two new build groups symbolcheck and syslibcheck will be
used by the symbols.py extension

README 

This is a set of waf 'tools' to help make building the Samba
components easier, by having common functions in one place. This gives
us a more consistent build, and ensures that our project rules are
obeyed
