Martin Schwenke d678684695 ctdb-tools: Drop "ctdb rebalancenode" ...

This was a workaround for trying to ensure public IP addresses are
properly rebalanced after running "ctdb addip" on multiple nodes.
"ctdb reloadips" is a better solution.
