Subject: [PATCH] BUG/MINOR: cfgparse: Add missing fatal++ in PARSE_ERR_HEX
 case

This fixes up commit 32234e751320b60a3879f274d4a4753d7570e757. This
patch should be backported whereever that commit is backported.
