The `scripts/functions` file is provided from the rpm project in real
installations. Let's ensure scripts in this package use the functions
file from this package.
ProvidedSymbols() used to be defined both in lib.prov.in and lib.req.in,
fix this code duplication by moving ProvidedSymbols() to separate
provided_symbols executable script.
Likewise, SuggestBPP() used to be defined both in lib.prov.in and
lib.req.in, fix this code duplication by moving SuggestBPP() to separate
suggest_bpp executable script.
This enhances ProvidedSymbols() in two ways:
* fixes st_shndx check for the case when it is not $7 in
"readelf --wide --dyn-syms" output as it happens on some architectures
like ppc64le;
* filters out special symbols (__bss_start, _edata, _end, _fini, _init)
after stripping of versioning.

Private libraries are the ones which have non-standard prefix.
We choose to produce file-level dependency (without braces) on
such private libraries in two cases: 1) either the library was
found under RPM_BUILD_ROOT; or 2) no versioned symbols are used
from the library (no versioned references).
Moved old code from find-requires and find-provides to lib.req and lib.prov.
For some reason, also a few python-related lines was removed.
Adapted lib.req and lib.prov to work without RPM_BUILD_ROOT.
In lib.prov, simplified RPM_FINDPROV_LIB_PATH handling (replaced
`lookup_path "$dir" "$PATH"' with `[ -z "${PATH##* $dir *}" ]').
Added lib.req.files and lib.prov.files.
