Albert Esteve eb9537e62a reuse: addheader *.go ...

Add SPDX header to all GOLang files
in the project.

Files in the go/imageio directory are
licensed under LGPL, which needs to be
added to the LICENSES folder.

The rest can just use the GPL license
used in the rest of the project.
