Nir Soffer c65664ec6f build: Add copr build script ...

.copr/Makefile is invoked by copr build system to create source rpm.
Copr allows building version for all Fedora versions and other distros,
removing the dependencies on jenkins and the change queue.

Developers can enable the copr repo to get access the latest imageio
build for testing.
