Mpersify VIDIOC_* ioctl parser

* v4l2.c: Mpersify arch-specific structures.
(v4l2_ioctl): Mpersify.
* tests/ioctl_v4l2.c: New file.
* tests/ioctl_v4l2.test: New test.
* tests/.gitignore: Add ioctl_v4l2.
* tests/Makefile.am (check_PROGRAMS): Likewise.
(DECODER_TESTS): Add ioctl_v4l2.test.
