tests: check decoding of waitpid syscall

* tests/waitpid.c: New file.
* tests/waitpid.test: New test.
* tests/.gitignore: Add waitpid.
* tests/Makefile.am (check_PROGRAMS): Likewise.
(DECODER_TESTS): Add waitpid.test.
