linux/kernel.h: define SYMBOL_PREFIX

Define SYMBOL_PREFIX to be the same as CONFIG_SYMBOL_PREFIX if set by
the architecture, or "" otherwise. This avoids the need for ugly #ifdefs
whenever symbols are referenced in asm blocks.
