The MIC X100 DMA engine has a special status descriptor which writes
an 8 byte value to a destination location. This is used to signal
completion of all DMA descriptors prior to the status descriptor.
This patch add a new DMA engine API which enables updating a
destination address with an 8 byte immediate data value.

This driver handles the i.MX On-Chip OTP Controller found in
i.MX6Q/D, i.MX6S/DL, i.MX6SL, and i.MX6SX SoCs. Currently it
just returns the values stored in the shadow registers.

Read the standard link partner advertisment registers and store it in
phydev->lp_advertising, so ethtool can report this information to
userspace via ethtool. Zero it as per genphy if autonegotiation is
disabled. Tested with a Marvell 88E1512 PHY.

We observed some performance degradation on s390x with dynamic
halt polling. Until we can provide a proper fix, let's enable
halt_poll_ns as default only for supported architectures.
Architectures are now free to set their own halt_poll_ns
default value.
