How to use:

ADMC

Join your machine to the domain. See this guide.

Use kinit to setup kerberos credentials (if needed).

Launch admc.

GPGUI

Remote

For now only available from ADMC. Turn on "Advanced View" in view options. Expand to domain->System->Policies. Right click on policy folder and select "Edit Policy".

Local

Download example policy folders from here.

For now only browsing the folder and editing Shortcuts xml works. Menubar -> File.
